# The Cross-Day Framework Canon — Unified Action Stack

## What a Downstream Agent Should Do

When a user asks "where do I start?" route them to **Phase 0 + Phase 1**. When they ask "how do I get more leverage?" route them to **Phase 4**. When they're stuck, suspect Phase 0.
